After several incidents between the Federation and the Romulan Star Empire, D'tran took part in the negotiations that created Nimbus III. Later that same year, he took part in a Senate debate that led to the creation of the Klingon-Romulan Alliance and even suggested Grodak as a contact in the Klingon Empire.
