Brother of the current president, he used his illegal blood diamond operation to fund his election campaign and launder money for various government black-ops and criminal organizations. To keep the justice department from investigating him he would periodicially give the CIA names of suspected terrorists in his country. Nate and his team bring to light Moto's diamond smuggling operation by making it look like he tried to assassinate his brother, the current president, while he was protected by the secret service. The resulting scandal crushes any chance Alexander had of becoming president and reopens the justice department investigation into his finances and operations.
