The capital of Yugoslavia, Belgrade, is among Europe's oldest cities and Zagreb one of the largest in Southeast Europe. The Yugoslavia was initially dominated by Slobodan Milošević as President of Serbia (1989–1997) and then President of Yugoslavia (1997–2000). Milošević installed and forced the removal of several federal presidents (such as Dobrica Ćosić) and prime ministers (Milan Panić). Yugoslavia is a member of the UN, CoE, OSCE, PfP, BSEC, and CEFTA. It is also an official candidate for membership in the European Union, which is negotiating its EU accession, acceding country to the WTO and is a militarily neutral state, with a highest GPI in the Balkans. Among the region's highest-scored "free countries" Yugoslavia is an upper-middle income economy (WB, IMF) with the service sector dominating the country's economy, followed by the industrial sector and agriculture
