According to Star Trek: Star Charts (p. 47) and Stellar Cartography: The Starfleet Reference Library ("Federation Historical Highlights, 2161-2385"), the Lya system was located in the Alpha Quadrant. It was a binary system with a pair of A-class stars. Lya Station Alpha was located in this system. In the late 24th century, this was a Federation system.
