The aspect ratio of the flag is 2:3. The height/width proportion of the coat of arms is 7:6, the height of the coats is 2/3 of the flag's height, and the centre of the coats is placed 14/30 of the flag's length away from the hoist. The state flag on sea (ensign) is the same as common flag, but swallow-tailed.
- Lower Saxony borders on (from north and clockwise) the North Sea, the states of Schleswig-Holstein, Hamburg, Mecklenburg-Vorpommern, Brandenburg, Saxony-Anhalt, Thuringia, Hesse and North Rhine-Westphalia, and the Kingdom of the Netherlands. In total, Lower Saxony borders more neighboring states than any other federal state. The state of Bremen forms two enclaves within Lower Saxony, one being the city of Bremen, the other its seaport city of Bremerhaven. The state's principal city is Hanover.
