Cardinal Village is a secretive and secluded village found in a cavern on the right from entering the grand line. It is the only cavern known on reverse mountain, and bares no relation to the World Government. It is rumored to have been founded by the King of Sahara Island, Oberyn Ra. The Village thrives through an unknown method of import and export with Sahara Island. It is lowly populated and mainly comprised of retired engineers and fishermen. Presumed to be a quiet and useless village by most, it is rarely visited or occupied by the likes of pirates, bandits or marines and as such, has managed to stay off of the map.

Though rumors indicate a great system of tunnels can be found through this village. Villagers have denied such accusations as false rumors and dreams made up by younger engineers. However, this is a lie. As the Engineers and fishermen that remain are actually remnants of the former pirate crew that King Oberyn used to captain before his ascension to a throne on Sahara Island. The system of tunnels is actually a method of getting back to any of the four blues. However, it is a maze of sophisticated tunnels and only an experienced guide can sail through to the correct destination. Those who venture through with no guide, almost certainly get lost for eternity.
