The Sovereign The Sovereign is the head of state for Prototype and is responsible for the direction of the alliance as well as oversight of the Ministries. Ministers or Elder Councilors no longer capable of performing the duties required of their positions will be removed and replaced by the Sovereign. Section Two. The Regent The Regent is the second-in-command of Prototype and highest adviser to the Sovereign. The Regent acts as head of state in the Sovereign's absence when expressly granted the authority to do so and is the Sovereign’s natural successor. Section Three. The Ministries The Sovereign will ensure proper administration of Prototype via the Ministries of Internal Affairs, Foreign Affairs, and Defense. Their exact purpose and duties will be defined internally and will be tailored to the demands of Prototype at any given time. Section Four. The Elders Council The Elders Council, whose number will depend on Prototype’s size, is responsible for overseeing the member application process and for advising the Sovereign and Regent on day-to-day matters. Ministers and Elder Councilors are of equal peerage regardless of seniority. Article III. The Codex The Codex is the internal document outlining policy and procedures. The Codex can be amended by the Sovereign once it’s been disclosed to and discussed by membership. Any member may propose a change to the Codex. Article IV. Amendments The Charter can be amended by the Sovereign once it’s been disclosed to and discussed by membership. Any member may propose an amendment to the Charter.
