Dr. Kojiro's seventeenth robot master, Traffic Man (short for "Traffic Light Man") was based on the themes of traffic control and the childhood game of red light/green light. Interestingly, Traffic Man's mouth has been built into a police whistle. So he can speak and whistle. The lights on his body alternate with which are actually lit up periodically, with both red and green lasting 12 seconds each and yellow only lasting 6 - this actually alters his battle strategy:

* Red Light: Traffic Man is at his most powerful. He not only takes no damage at all but he also fires red lasers from his traffic buster that deal high damage to opponents.
* Yellow Light: Traffic Man is optimized for defense. He only takes half damage and will fire yellow-hued bubbles to slow his foe.
* Green Light: Traffic Man is by far at his weakest state. He not only takes full damage but is also forced to fight with only hand-to-hand combat. As a fun side note, he will laugh and gloat at Mega Man when he turns yellow and red, but he tries desperately to resist turning green by punching himself in the stomach to (humorously) no avail.
