A Typhoon Hunter aircraft from the JMA investigated the system whilst it was near Luzon, Philippines on January 30th, and was able to confirm the existence of a low level circulation center, allowing for the JTWC to go hand in hand with the JMA to classify the system as Tropical Depression 01W officially. Before the aircraft arrived, the JTWC had the system as a TCFA system without a LLC, resulting in them holding back form classifying the storm. The system never made landfall, but it did enhance the monsoon, resulting in very heavy rainfall over the islands, killing 17 people in the process. $10 million was done in damages as a result of the storm.
