Richard Andrew Balfe, Baron Balfe (born 14 May 1944) is a retired politician. He entered politics as a Labour Party member of the Greater London Council, representing from Dulwich 1973 – 1977 and was appointed Chair Thamesmead New Town Committee 4 May 1973 and of Housing Development 13 May 1975. He made two unsuccessful attempts to win seats for Labour in the UK Parliament: at Paddington South in 1970 and at Southwark and Bermondsey in 1992. He entered politics as a Labour Party member of the Greater London Council, representing from Dulwich 1973 – 1977 and was appointed Chair Thamesmead New Town Committee 4 May 1973 and of Housing Development 13 May 1975. He made two unsuccessful attempts to win seats for Labour in the UK Parliament: at Paddington South in 1970 and at Southwark and Bermondsey in 1992. He was Member of the European Parliament (MEP) for London South Inner from 1979 - 1999, and was of 10 MEPs elected for the multi-member London seat that replaced it in 1999. He was a member of the parliament's Foreign Affairs Committee, 1981–99, the Security Committee 1989–99, theEconomic and Monetary Committee 1999–2004 and the Petitions Committee 2001–04. In 2002 he was expelled from the Labour Party and joined the Conservative Party. He retired from the European parliament in 2004, and since that date has been president of the European Parliament Members Pension Fund. Since 2009 he has been a director of the Organisation Européenne pour la Recherche Nucléaire (CERN) Pension Fund.
