They were created in Red Alert's exact "Image", and were created in an Cloning Factory made out of most of the parts from another Decepticon ship that crashed on Earth. It was Mir-A's idea to create these drones, after Red Alert and Mir-A found their way out of Russia after the set time expired, because they stayed in Russia during the Soviet Union, and during its Collapse. After they were created, Red Alert and Mir-A decided to stay in the Continent of Asia, and they then sent a beacon to all remaining Neutrals, and anyone else who left Cybertron, the beacon stating in Russian that if Autobots came, they wouldn't have a hard time fighting said Autobot, or their team.
