Emperor Velo XXVII (the 27th), usually referred to as just "Velo", is the extraterrestrial emperor of an unnamed empire and a fanatic racer and egotist combined who serves as the main antagonist of Crash Nitro Kart. He speaks about himself as "the most accomplished racer in the entire galaxy." However, this is deflected through his defeat against Crash Bandicoot and Doctor Neo Cortex, whom he kidnapped in order to prove his strength and provide entertainment.

- In Crash Nitro Kart he warped the Bandicoots and Team Cortex to his coliseum and forced them to race as entertainment for his minions and himself. He said that if they did not race for him he would destroy earth, but if they could beat the galactic champion in a race they may gain their freedom and prevent earth's destruction. But before they could race the galactic champion ,who was Velo, they had to beat each world's champion. After the Bandicoots and Team Cortex raced through every world and defeated every world's champion they raced Velo and defeated him. But even after Velo's defeat he didn't let them go back to earth; he told them that they must collect each tracks time relics and race him again before they won their freedom and could return to earth.
- Although Velo truthfully is a good racer, he is also extremely egotistical (shown by the fact his Coliseum at the top of his planet resembled his head) and domineering - showing contempt to those who he views as lesser than himself. He was also shown to kidnap other species with racing capability throughout the universe and force them to race for both entertainment and their freedom (with Velo warning any racers that if they refuse to compete, he would destroy their world). Although he was shown as having a violent temper when pushed far enough, Velo was mostly cool headed.

The first was the Green Team (Team Trance) - led by the evil extra-dimensional alien known as N.Trance (who would hypnotize members of the other teams to race for him). The second was the Yellow Team Oxide - which was Velo's personal team and included the racers Nitros Oxide, the Milky Way Galaxy's former fastest racer, along with his two henchmen Zam and Zem (all of whom were from the planet of Gasmoxia). He serves as the main antagonist of the video game Crash Nitro Kart - abducting the Bandicoot family as well as Doctor Cortex and his minions and forcing them to race, with the warning that Earth would be destroyed if they refused.

After Velo was defeated a second time he became so angry that his robotic encounter suit exploded showing to the people that obeyed him, the Bandicoots, and Team Cortex his actual form, which is the same as his servants. After this Velo allowed both teams to go back to their planet.
