What he does under the watchful eye of the ruler's guard is to fashion a likeness of the ruler under the likeness of the American envoy so that when the ruler lights the figure on fire the American begins to suffer on his plane trip to the island, but before he dies, his likeness burns away and the ruler's likeness begins to burn causing the fat man to literally melt.
