Velloria, while still officially within the political borders of Koridan, does not fall within one of its administrated . The reason is very clear - Velloria's sole purpose is the instruction in, and supervision of, magic. The general populace of Koridan shuns, and indeed will persecute, any "wizards" they come across - a result of the historical significance of the Wizard Princes. Being almost entirely inhabited by mages, Velloria is indeed fortunate that Koridan has not already sent in the military to wipe them out. Fear of magical retaliation is probably Velloria's best defence. Unfortunately, fear does not lead to acceptance, which is the Mage's Academy's primary goal.
