Every booster pack has either a Rare card or an Ultra-Rare, though only one-in-six booster packs includes an Ultra-Rare instead of a Rare. Of course, ultra-rare cards are among the most coveted cards due to their limited supply. However, rarity does not necessarily make them the best or most important cards to have in a deck. Some ultra-rares are considered "novelty" cards, while others cards are less useful than more common cards in PvP due to their poor power-efficiency or high power cost. Thus, many experienced players relegate the use of their ultra-rares to their PvE decks, since PvE typically allows players to build up lots of power.
