When the internet was invented, it was run mostly by academic and government institutions, and security was not a design goal. That is why some internet protocols (e.g. the domain name system) allowed ways to launch attacks. However, most of today's visible insecurity of "the Internet" is really people's computers being inadequately secured because they come preinstalled with unsafe settings and insecure software.
