- Ragman was a Havenite citizen and an officer of the Office of State Security. Holding the rank of Commander, she served as chief communications officer of the Camp Charon planetary prison on Hades. She was among those captured when prisoners led by Honor Harrington took control of the planet, and hanged herself rather than be tried for torture and murder. (HH8)
