It was a formal council, led by the Supreme Commander of Darth Sinity's forces, sometimes being Sinity himself. The council was made up of all Grand Admirals in the navy, and a few Admirals. The aim of the council was to provide an open forum between members of the naval hierarchy, in order to ensure the maximum effectiveness of Sinity's military forces.
