With the idea of obtaining a favor from them, he approached Janel Tigan with an offer of a loan to relieve their stress. Tigan took it, as he was managing many of the day-to-day operations at the time. A month later, he called on the return of the favor by asking the company to pay a salary for one of the Syndicate member's widows, Morica Bilby. Bokar was played by actor John Paragon.

Under the guise of a "commodities broker," Bokar visited the mine to warn Tigan. However, he also learned of the presence of Miles O'Brien, who was investigating Morica's death.
