After the reconstruction of the village, the elders decided that the village would need a leader, not just to makes decisions, but for people to rely on. The first Uzushiokage was chosen by the village's elders and the Eddy Daimyō. Shenron was appointed by the 1st Uzushiokage along with the Daiymō and elders.

After being approved, they are obliged but not mandated to move into the Uzushiokage Palace and have a statue of the built on the Victory Road. If the former kage is still alive, he or she is usually moved to village elder to aid the current kage. Even when retired the each villager respects the former as if he or she were still the Kage.
