Dale Menton was a former CIA agent assigned to the Golden Triangle region in Southeast Asia, working since the early 1960s with a Nationalist Chinese General named Lao Li, helping him in his drug empire using the CIA as cover, blocking any interdiction of Lao Li's drugs because they would compromise American interests in the region. When Martin "Marty" Castillo was assigned undercover to the region, ordered to stop the flow of opium from the area and set up an operation to interrupt the drug traffic, Menton blew Castillo's team's cover, revealing their position and strength, and Lao Li's forces destroyed Castillo's team in an ambush, killing most of his people, then shelling Castillo's home, presumably killing Castillo's wife, May Ying.

Menton later relocated with Lao Li to Miami, and found comfort cavorting with Asian women at his place and at massage parlors. Later Menton encountered Castillo again, this time as a Lieutenant in the Metro-Dade Organized Crime Bureau, who told his former enemy he planned to get Lao Li if he breaks any laws while in Miami, and Menton worked with the General to ensure his family didn't do anything to arouse Castillo's suspicion. As it turned out, Lao Li's grandsons decided to make it in the drug trade on their own, and after they were busted Vice detectives James "Sonny" Crockett and Ricardo "Rico" Tubbs they visited Menton at his apartment to let him know that they planned to use the provisions of the "Omnibus Crime Bill of 1984" to link him with Lao Li and his grandsons' drug dealings, and they will confiscate all the assets he's gotten from the General over the previous 20 years. Later Menton joined in a shootout with police when they stopped Lao Li from killing his grandsons over their arrest, when Menton threatened to call Washington about his arrest Castillo reminded him this was Miami, not Asia, and Menton was taken to jail along with Lao Li and his family.
