Municipal Reform Party member of the London County Council 1910-12; but converted to socialism and rejoined as a Labour member 1913-27. Deputy Chairman LCC 1925 –26 . Member of the local council Poplar 1919-24, part of the George Lansbury group and imprisoned during Poplar Rates Rebellion 1921. Elected MP East Ham North 1923-October 1924, April 1926-31.
