Tom Crawley was the producer of reality show, "Bootcamp Babes" and also Taylor Shane's legal guardian. At some point, Taylor fell in love with Staff Sergeant Michael McMannis with the two planning to marry. Unfortunately, Crawley didn't agree with it as he didn't want his adopted daughter throwing her life away for the sake of marrying a jarhead and injected Taylor's uniform with traces of PCP, mixing it with the tobacco which caused Taylor to experience a psychotic break and impale herself on a fence where she suffered a seizure, fell into a coma and died.

Crawley also murdered Taylor's ex-boyfriend, Noah Keller by injecting him with heroin when Keller had fallen unconscious after consuming a lot of alcohol. During a interrogation, Staff Sergeant McMannis, having been dipping with chew that was unknowingly dosed with PCP suffered a psychotic break but thanks to Ziva David and Anthony DiNozzo, McMannis was able to get medical treatment. NCIS eventually found out Crawley's involvement in both deaths thanks to a fingerprint that Abigail Sciuto had lifted from a syringe found in Keller's hotel room and as such, Crawley was arrested.
