| - Citizens of the Caspian Democratic Union, In 34 ISY, the Galactic Empire and the Caspian Democratic Union embarked upon a path to orderly peace between our governments, agreeing the CDU Non-Aggression Treaty. For nine years, in good faith, the Empire has honoured its commitments under the articles and Caspia has remained the sovereign territory of its people. It has been revealed to his Imperial Majesty that this treaty has been a farce. For years the Democratic Union has, in secret, supplied the Rebel Alliance with arms and military support in gross violation of the articles. These weapons have facilitated the on-going insurrection against the legitimate government of the Galaxy and the murder of Imperial subjects, prolonging a war that has brought decades of suffering and loss. His Imperial Majesty will not allow this to continue. Effective immediately the Imperial Starfleet has assumed responsibility for the security of the Caspian system - the Caspian defence forces are to stand down and all vessels expecting to make interstellar travel through the system shall submit to necessary inspections. Hostility shall of course be repelled but we do not hold the citizenry of Caspia accountable for these crimes. We present ourselves to you not as invaders, but as allies offering the clemency and protection of the Emperor. We demand of you no exertions save those to identify the rebels who have by corruption and deceit places you in this position, and no aid other than reciprocal advantage requires.
