It was triggered by President Mikalo Derna issuing the order on Monday, January 28, 1957, for an election to replace the outgoing 3rd Chamber of Deputies, which was chosen in the 1953 general election. The election coincided with the formation of the 3rd National Council, the upper house of the National Assembly. The election was won outright by the Bijani National Party, which polled nearly half the vote and won 41 of the 80 seats. Smaller parties and international observers decried the election as fraudulent, but the results were certified and allowed to stand nonetheless.
