Debate has ended. I, Forerunner request that "Covenant Loyalists" be merged with the "Covenant Empire" article. My basis is that the Loyalists and Covenant empire are interchangeable. The Covenant didn't simply create a new military called the Loyalist forces to fight the Sangheili, it was just the Covenant military, but with the Sangheili roles replaced.
