| - The Proper Ethics Act was an act passed by the Confederation Congress at some point after the end of the War of Secession. It determined what conduct between government and business officials was appropriate and what was unethical and illegal. Statute 435, Substatute 1759 prohibited politicians and government employees from profiting, in any way, from advanced knowledge of government contracts, building proposals, etc. Statute 291, Substatute 139 changed the way the President of Congress was elected. Instead of being elected by Congress, the president would then be directly elected by the people of the Confederacy.
