In Rutania, there are independent government agencies that exist outside of the executive ministries (those headed by a Minister) and more specifically, describe agencies that, while constitutionally part of the executive branch, are independent of Ministerial control. The Independent Agency Act[1], passed in 3752, created four independent agencies in Rutania with a specific set of functions and roles. These agencies were originally under the control of various ministries prior to the passage of the law. In 3802, the Commonwealth Transportation Company was privatized under a Railway Reform bill [2], thereby removing it as an independent agency.

The agency executives are appointed by the President without the approval of the Parliament, although he/she can be removed by a majority vote. Office holders serve at the pleasure of both the President meaning there are no fixed term limits and it's likely that continuity, regardless of the President, will prevail in most cases. It's equally likely that a President will replace any executive with their own person if they so choose, especially if the administration is more partisan in nature. The creation of these agencies allows for a more streamlined approach in terms of carrying out government policy, something that has always been a problem for the federal government.
