Harbor Settlements are introduced in Catan: Explorers & Pirates as a replacement to cities. Just like cities, harbor settlements are worth 2 victory points and you must upgrade a settlement to a harbor settlement. Unlike cities, the upgrade cost is File:Grain.png File:Grain.png File:Ore.png File:Ore.png, they produce only 1 resource card when an adjacent resource hex number rolls, and must be built adjacent to an ocean hex. In addition, harbor settlements provide a starting point for newly built cargo ships and a place for the various cargo, such as settlers and crew. Only 2 small or 1 large piece of cargo is capable of being placed on a harbor settlement.
