| - With these assets under his command, Radek moved out from the planet the fleet was at, Drongar, and began assembling allies—other former CIS officers and droids, anti-Imperial activists, mercenaries, and others. After asking them to convene on Drongar, he gave them a speech, in which he proposed the creation of the Confederacy Reborn. It would be an alliance with the goal of fighting the Empire and restoring the Confederacy of Independent Systems—or at the very least, the removal the Emperor from power. The vast majority of the attendees agreed to this, and then negotiations began. After several days of planning and discussing different agreements and arrangements on Drongar (where a large facility was built to serve as the headquarters of the Reborn), the "Confederacy Reborn" was formed.

The alliance consisted of various former CIS units and mercenaries. Chief among them were his Third Fleet, the Y66 Division of General Clongor Teska, a male Skakoan, the Free Twi'lek Militia, under Captain Velisk, and the faction of X4, a battle droid commander whose forces managed to avoid deactivation. Many smaller units and groups also joined, as well as a number of individual supporters. The group became more inspired to fight over the next several months, as preparations and plans were made; forces gathered and inspected. They heard about the last stand of CIS Geonosian engineer Gizor Dellso and his forces on Mustafar, and viewed him as a martyr of the Separatist cause. They also heard of the internal instability within the Empire, such as the Gentis coup, in which naval cadets attempted to overthrow the Emperor. Admiral Radek and his "Reborn Separatist Council" even considered allying themselves with surviving Jedi, seeing as they had a common enemy. However, the Confederacy Reborn was unable to contact any. Other notable units that joined up with the Reborn included elements of the Freelance Mercenary Corps and the Nationalist Army from Jabiim. After several months, Radek felt they were ready.
