Its anchors including Elder-Beerman, Elder-Beerman Homestore, Steve and Barry's University Sportswear, Old Navy, Sears, and Target. The Mall also Features a Small Food Court and Regal Cinema movie Theater. The Mall orginally had a J.C. Penny, but the due to the Monroe area's economic slump; the underperforming location was closed around 1999. The old JCP location remained vacant until leased by a Steve and Barry's store in 2005. Also, the mall has a small 2 store outparcel which at one time had held an Old Navy and a Rex Appliance store. The old Navy vacated their space to move into the mall a few years after the mall was built and the Rex location survived a few years before closing because of slow business. The rest of the mall has a hard time keeping tenants as well as only approx. 35 of 55 Spaces are leased. The busiest time for the mall is on the weekends and the only thing that really brings any traffic to the mall is the movie theater (which is monroe's only) and the sears store. Many would consider Frenchtown Square Mall "dead" and not one specific reason can be the cause. A few factors though are quite obvious: The Mall was very cheaply built. It looks like a warehouse on the outside and the interior has a very cheap feel to it. The Mall is not on a major road. Monroe St. is actually a rural road. Telegraph, which is the towns main street is almost a mile away to the east. Behind the Mall is a wooded area, then some stores, then Telegraph. There is a sign on Telegraph that directs you to the mall, but there is a failing strip mall directly across from the sign that is called Mall of Monroe, which might be confusing. Monroe is small, and doesn't really have that great of an economy. It is halfway between Detroit, MI and Toldeo, OH and its isolation from both doesn't help matters. '
