It was where new players started the game; being the setting for the two former tutorial quests, Learning the Ropes and its replacement Unstable Foundations. After the tutorial was completed it could not be accessed again; except by players who had created their account before Unstable Foundations was released, who could go down the ladder to visit Sir Vant. After the removal of Unstable Foundations players could still access the cellar to talk to Sir Vant. When spoken to for the first time Sir Vant would give the player 2 antique lamps, which awarded 250 experience in a skill of the player's choice, and would tell the player about a battle where he fought the three-headed dragon mentioned in Learning the Ropes. The cellar has since been made inaccessible and Sir Vant has been moved to another location.

It is located underneath Roddeck's House in Lumbridge and after the tutorial it can not be accessed again, except by players who created an account before Unstable Foundations was released, who can go down the ladder and are able to visit the old Sir Vant. When a player who has completed Unstable Foundations attempts to climb down the ladder they are given the examine text: "The lower end of the ladder has been completely destroyed. You can't climb down it." You can't access it through the trapdoor in Explorer Jack's house either. However, after a hidden update that removed Unstable Foundations, you can access the cellar again. When you talk to Sir Vant for the first time in the cellar, he will give 2 antique lamps which gives you 250 experience on the skill you choose and he will tell you about a battle, where he fights the three-headed dragon you see in Learning the Ropes. When a player finishes the tutorial they are allowed to roam the realm of RuneScape and begin the game.
