It is one of three routes linking Walsall with Lichfield (the others being Heartlands Express Service 381 and Arriva Midlands service 61). Up until November 2007, the regions biggest bus operator, National Express West Midlands (then Travel West Midlands) operated the route. When they announced plans to withdraw the route A2Z Travel stepped in to save the route. This marked the end of National Express West Midlands long involvement with bus operations in Lichfield. Since then A2Z Travel have introduced new journeys on the route, especially at peak times where journeys now leave at approximately at least every half hour. In April 2007, the Express and Star newspaper published an article listing the Best Bus Routes elderly people could now travel on in the area with their new national bus passes. Despite people in the West Midlands area previously being allowed on the route, the 991 was listed due to its exceptional views of Lichfield Cathedral.
