The plan was for a temporary defensive line to be formed on the west bank of the River Elbe by amassed Western troops trying to resist a Soviet onslaught by utilising the River's natural defensive value. A flood prevention plan from the early 1950's was used to create some small and secret arms caches at strategic places in and around Hamburg, which were removed some time in the early to mid 1970’s.
