The Thirty Seven Families was the central legislative part of the government of the Honorable Union of Desevro & Tion. It was unicameral and its members were unelected, position was based on heredity and position in the government. The members of the thirty seven noble families of Desevro, the thirty seven noble families of Tion, and important members of the Union's government comprised this legislative branch of the Union's government. Though the members of the noble families had their position within the Thirty Seven Families based on heredity, government officials could only gain a position through hard work, immense skill, and an appointment from the Grand Tion.

Though the members of the noble families had their position within the Thirty Seven Families based on heredity, government officials could only gain a position through hard work, immense skill, and an appointment from the Grand Tion. The Thirty Seven Families could legislate, but it required the votes of fifty five percent of its members in order for a resolution to be accepted. The Grand Tion also had a large portion of control over this branch, as he commanded the power to veto, or block, any resolution. Vetoes could not be overridden in anyway by the Thirty Seven Families unless there was a ninety percent majority ruling in favor of the veto. Though its members could never band together to override a veto, and the Grand Tion had almost absolute power over the government.
