At summit held on Selene members from the Caspian Democratic Union, the Griffon Alliance, and the Corporate Sector Authority met with Imperial diplomats led by Zeak Oppenhiemer and Valak himself to draft and finalize the Galactic Confederation Charter. Senators were chosen to represent their territories, veto power over initiatives granted to the Union and Griffon Alliances and a Chief Executive was elected and appointed a staff. In truth, the confederation was a puppet government of worlds held hostage by Valak's Death Star and bound into servitude by the Charter. The New Republic was denied entrance, branded as a terrorist organization in occupation of Imperial worlds, rather than a legitimate government. Although the threat of annihilation held the member states in obedience to the charter, the apparatus of the Confederation itself was completely ineffective in achieving even small acts of cooperation. The Confederation would not last long. Less than a year later, in 11 ABY, the Griffons violated the Charter, assisting the Republic in destroying the Death Star at the Third Battle of Sluis Van. With the Empire's leverage over the Confederation destroyed, the Charter proved useless and the Confederation collapsed.

Using the threat of the third Death Star, Valak intended to control the Galactic Confederation as his puppet, believing they would cower before the might of the Death Star and bound by the Charter they had signed. The Confederation would not last long. Less than a year later, in 11 ABY, the Griffons would violate the Charter, betraying the Empire and assisting the Republic in destroying the third Death Star at the Third Battle of Sluis Van. With the Empire's leverage over the Confederation destroyed, and the Charter proven useless, the Confederation began to fall apart; Valak's scheme was revealed, and the other member states withdrew from the Confederation, thus bringing an end to the short-lived Galactic Confederation.
