The Committee of Free Nations Treaty was signed in New Amsterdam in 1943 by David Cooper, Iosif Dzugashvili, Fez Monten, and representatives of several other nations. The treaty was signed first and foremost to establish an international union to counter GLIS, set up by Korea in 1940. The Treaty led to the creation of the CFN.
