Dolores Ramos is a judge and Colombian judicial representative who murdered Lisa Winokur. However, she'd get away with it in the United States due to her diplomatic immunity though she'd be charged in Columbia. As Alex Radziwill pointed out, the Columbian Attorney General was not a fan of hers and would make sure she'd go to prison where the cartels would have her murdered. As a result, she instead waived her diplomatic immunity so she could get a fair trial for her crimes in the United States.
