Adopting a social-Hosian, decentralised and slightly more conservative agenda, he is not easily classified as being from one of the HDV's wings, and was endorsed by prominent party members ranging from the Schallist Johannes Goddestreu to the Von Mettenite Hosianne Ritterlich. Fukuyama became known as the first Staatsminister of Hulstria and Gao-Soto to have served two non-consecutive terms, serving as Staatsminister between 3591 and 3595 and again from 3596 to 3601. After handing over leadership of the HDV to Franziska Schäfer, Fukuyama continued to serve in Cabinet as Foreign Minister, becoming an enthusiastic champion for Dovani Economic integration and negotiating a crucial treaty with Indrala. He was ennobled upon his retirement from frontbench politics in 3616 as Viscount Fukuyama.
