Henry Vincent Rowe (1857 - 17 June 1927) was a businessman and local politician. The fifth son of John James and Agnes Rowe of "Dinglefield", Liverpool, he was born in 1857. He moved to the United States where he set up a chemical manufacturing business in Kansas City with his brother Bernard. In 1882 the two brothers joined with a third, Alfred, in establishing a ranching partnership in Texas. The "RO Ranch" eventually covered 100,000 acres with 15,000 cattle. The partnership was dissolved in 1898, with Alfred taking sole ownership: he was to perish in the sinking of the Titanic in 1912.

The partnership was dissolved in 1898, with Alfred taking sole ownership: he was to perish in the sinking of the Titanic in 1912. Returning to England, Rowe married Constance Evelyn Dixon in 1904. He divided his time between Grimstone, Horrabridge, Devon, and a town house in South Kensington, London. In 1907 he was elected to the London County Council as a Municipal Reform Party councillor representing Bow and Bromley. He lost the seat at the next elections in 1910, From 1910 to 1919 he served as an alderman, and from 1919 until his death was a councillor representing Kensington South. He was Vice Chairman of the council in 1923 – 1924 H V Rowe died at his London home in June 1927, and was buried in Horrabridge.
