Captain George Bannerji was in charge of GalacTech Company Security for Shuttleport Three on the planet Rodeo. Newly moved to the office, he didn't know what the Cay Project was, nor had he ever seen a quaddie, until he was assigned the task of capturing some escaped experimental subjects. Frightened, he brought a gun as well as his stunner, and when he saw movement, he used the gun to shoot Tony. He was horrified to realize he'd shot a kid and furious to learn he'd been set up by the chief administrator of the project, Bruce Van Atta.

Later, when Van Atta tried to get him to do the dirty work of killing the quaddies while they were escaping from the planetary system, he rebelled: "Bannerji's hand moved toward the firing switch, hesitated. 'Do you have a work order for this?' he asked suddenly.... 'It occurs to me that, technically, this could be considered an act of hazardous waste disposal. It takes a work order signed by the originator of the request—that's you—my supervisor—that's Administrator Chalopin—and the company Hazardous Waste Management Officer.'" ―Bannerji won't kill 1000 quaddies without a work order
