When using these guys field a lot of them. Use scurry whenever a cutter is killed. It annoys the crap out of your opponent and also can get the cutters in position for the mob attack. The mob attack is the reason you want at least two squads of these guys in your army. Two attack isn't much so you need the mob attack's power of two less defence dice. So if you field at least two squads of these guys the mob attack can be pretty deadly, and you don't have to worry about too many of them getting killed for a while. And by the time your opponent has whittled your army of cutters down it should be close to the endgame.
