| - Carthage (Phoenician: Qart-Hadast) is the second most populous settlement in Africa. The largest harbor in the world, Carthage houses over half the Mediterranean navy and sees more merchant ships than any other metropolis. The military high command of Rome, the Ministry of War, has its primary headquarters in Carthage. A villa and military base for the Generalissimus lies near the forum and the Admirallis has his office for the Ministry of the Navy nearby. The military might of a nation is controlled here. Commands are constantly issued to the field through Carthage's vast communication network that directly links with satellites in geostationary orbit. Carthage's Grand Harbour has more navigational area than the natural harbours of Kallipolis, Halorium and Moriconium combined, an unbelievable 109 km2. The infrastructure was last rebuilt in 1589 according to designs of the architect and engineer Aulus Tesla. Its drydocks still use the most advanced handling machinery in the world as Tesla's devices have yet to be outperformed by modern technology. The area rightfully ranks among the oldest settlements in the Empire, beating out Rome itself by 500 years. The populace is proud of their Phoenician heritage, using the language in civil affairs and celebrating classic Punic festivals in non-religious contexts. Carthage is notoriously the hometown of the Phoenician crime families, who run many of the shipyards of the city. Their power here makes them the largest crime syndicate after the Greek organization known only as the Sanguini.
