Case Velvet was an American General Staff plan for a rapid attack against the Gulf States Confederation and Quebec, as well as further airstrikes against Hispaniola, Brazil and Argentina in the event of both a conventional and nuclear war setting with France or Japan. The plan was first set down in 1959, was updated every few years with new intelligence and taking into account new technologies and doctrines until 1999, when the plan was partially declassified with the re-unification of the Confederate States of America. Only parts related to airstrikes and with Quebec remain classified.
