A small ferry service first connected the two towns until a road was built around the bay connecting them. The town started as a farming community with a church and small main street for business. It was an independent community from Shelter Bay until over time, both towns connected, showing no real difference between the city limits. The Evergreen school district has been independent from Shelter Bay since the beginning.
