A recycled NPC is an NPC who was created by taking another NPC and changing their name and minimal number of other traits. For instance, if a GM suddenly needs statistics for a castle guard, he or she might assume they have similar fighting abilities to a bandit and use the traits of a bandit, substituting the weapons and armor used by the guard. If the GM suddenly needs an accomplished wizard as an NPC, he might use a dead PC wizard from an earlier campaign, or earlier in the same campaign, and simply change the name and a few pieces of equipment.
