Elections to the Constituent Assembly were held in Istalia on 2 February 4046. All the 90 seats in the body were up for grabs. The elections were held in the aftermath of the Istalian Civil War, and amidst heightened political tensions in the country. Between 4042 and 4046, the Istalian legislative branch was suspended on the order of Antonio Battisti, who ruled Istalia in an autocratic fashion in that period. Following Battisti's arrest by democratic forces during the Battle of Romula, democracy was restored, and what was previously known as the National Security Council was reformed into a constituent assembly, which was tasked with crafting a new constitution for the country in 4046.

Following Battisti's arrest by democratic forces during the Battle of Romula, democracy was restored, and what was previously known as the National Security Council was reformed into a constituent assembly, which was tasked with crafting a new constitution for the country in 4046. The election was a victory for the main Battistian group, the Party of the Istalian Revolution (PRI), though the anti-Battisti opposition liberal AdCD and PSI garnered a combined majority. The leader of the latter, Alessandro Senna, became premier after the election.
