You may want to consult the mailing list archives to see if the answers to your questions are buried there. The Freeciv source code is maintained with Git. See Freeciv source code repository for details. As of 2012 July 03, project developers now prefer patches to be named *.patch rather than *.diff. The software tools now in use can automatically handle a .patch while a .diff requires more time/attention to check in.
