Sacponwa is the capital of Balaho, the Unggoy homeworld. Established on the centre of the continent Wanmon on the equator, like many political cities Sacponwa began life as a military base for the small Covenant which was there to maintain order on the planet. It slowly expanded to counter the growing frequency and violence of the Unggoy rebellions, with its complement growing with each operating century. When it was finally captured by the Unggoy resistance in 2558, it was originally a minor military establishment until the leaders of the Unggoy Coalition voted to turn the base into their capital city, where its advanced atmospheric sealing systems allowed it to host diplomatic envoys which arrived years after.

It slowly expanded to counter the growing frequency and violence of the Unggoy rebellions, with its complement growing with each operating century. When it was finally captured by the Unggoy resistance in 2558, it was originally a minor military establishment until the leaders of the Unggoy Coalition voted to turn the base into their capital city, where its advanced atmospheric sealing systems allowed it to host diplomatic envoys which arrived years after. Sacponwa is easily divided into several parts, with various domes of either solid reinforced glass and polymer or energy shielding, or both, characterising Sacponwa's architecture. The city itself was build on a low-lying plain surrounded by mountains, and a small river connected it to the Northwest and the East villages on the other side of the mountains. The city's dome districts and tall dividing walls held a striking resemblance to the Forerunner glyph for 'Reclamation' - this was no mistake, as the Unggoy felt its resemblance would have a far more powerful meaning of the city. Within the decades that followed Balaho's liberation, Sacponwa's reconstruction was still underway.
