Tarburst was a top-secret government project that was supposedly intended to find a cure for victims suffering from an alleged symptom known as Afghanistan War Syndrome. Dr. Phillip Heller was recruited to work for the project by the head, Jordan Jones but Heller disappeared and later went into hiding after learning he was actually building a weapon. This prompted Jones to enlist the help of NCIS Forensic Scientist Abigail Sciuto who was brought to the building under an FBI escort.

Meanwhile, Abby's NCIS colleagues, her boss NCIS Special Agent Leroy Jethro Gibbs and friends/colleagues NCIS Special Agents Anthony DiNozzo and Timothy McGee and also NCIS/Mossad Liaison Officer Ziva David investigated the death of Private First Class Marco Riggs. They later became involved after learning that PFC Riggs was connected and as such, began searching for Heller who they suspected was responsible for Riggs's death. Some research later revealed that Heller had disappeared under mysterious circumstances, causing the team to realize that whoever had targeted Heller would now be after Abby too. Despite Gibbs's misgivings, Jones insisted that Abby needed to stay put with Gibbs later agreeing, stating that solving the case was the key. The team soon found Heller where during an interrogation with Gibbs later confessed that he was actually building a biological weapon. Tony and Ziva managed to track down Abby who was enraged at being lied to and who had also discovered that the true purpose of the project was to build biological weapons without ever exposing any soldiers or assets to life-threatening or dangerous situations. Jones was later brought in and interrogated with the team soon discovering that a man Abby had befriended while at the hospital was the true mastermind responsible. With the personnel involved in the project either dead or having been arrested, Project Tarburst was presumably later dismantled and shut down for good.
